New US Commerce Department guidance issued in late May tightens export controls on Nvidia's most advanced chips, including the Blackwell series, requiring licenses for transfers to any China- or Macau-headquartered entity — even through overseas subsidiaries.
The update closes a loophole that had previously let Chinese firms acquire restricted chips indirectly, expanding the definition of controlled semiconductors to explicitly cover AI training and supercomputing use.
